Refilling Fire Extinguishers: Regulations & Requirements

Getting Your Fire Extinguisher Refilled: Reasons, Costs, and Legal Requirements Explained Simply.

In an emergency, a fire extinguisher is often the first and most crucial tool for fighting a fire. To ensure it works reliably, it must be inspected regularly and refilled as needed.

But when is it necessary to refill a fire extinguisher, or to completely recharge it? And who is authorized to refill a fire extinguisher?

Below is a concise overview of legal requirements, typical reasons for refilling fire extinguishers, and the associated costs.

When does a fire extinguisher need to be refilled?

  • it has been used in whole or in part—even if the discharge was brief,

  • a loss of pressure is detected during maintenance,

  • the extinguishing agent is contaminated or has clumped (e.g., in powder extinguishers),

  • as part of the required extinguishing agent replacement,

  • there isdamage to the cylinder or fittings.

Even brief activation can result in insufficient pressure remaining in the unit. A fire extinguisher that appears to be “still full” will then be inoperable in the event of a fire.

Therefore, the following applies: After each use, the fire extinguisher should be inspected and, as a rule, refilled.

Who is authorized to refill a fire extinguisher?

Fire extinguishers may only be refilled by a qualified person (expert). The requirements are clearly defined in DIN 14406-4.

Refilling fire extinguishers on your own is:

  • legally prohibited,

  • a safety hazard,

  • potentially relevant to insurance coverage.

Improperly refilled fire extinguishers may fail in an emergency —with serious consequences for people and property. Furthermore, insurance coverage may be jeopardized if proper maintenance is not performed.

CWS Fire Safety’s service technicians are trained in accordance with DIN 14406-4 and professionally perform maintenance and fire extinguisher refilling throughout Germany in compliance with ASR A2.2 and applicable DIN standards.

The cost of refilling a fire extinguisher depends on several factors :

  • Type of fire extinguisher (powder, foam, CO₂ extinguisher),
  • Type and quantity of extinguishing agent,

  • additional inspection or repair work.

Especially for larger properties—such as industrial facilities, educational institutions, or administrative buildings—it is recommended to have all units serviced as a package.

Special Consideration for Foam Fire Extinguishers: Observe the PFAS Ban

Refilling foam fire extinguishers currently presents special challenges. This is due to the phased ban on foam extinguishing agents containing PFAS. Many older foam fire extinguishers contain these substances. As a result:

  • it is no longer possible to simply refill them with the same extinguishing agent,
  • additional cleaning and disposal costs arise,
  • and, in some cases, refilling is no longer economically viable.

In many cases, replacing the extinguisher with a modern, fluorine-free foam extinguisher is the more sustainable and cost-effective solution
